This means that for the block to be considered valid and add to blockchain, its time must be in this narrow window.

Let’s think about the example in which we assume that there are two blocks, block A and block B. Block A is created with the time marker 08:00 UTC on February 10 (in 2 hours). If we want to create a new block C, it must also have a time marker in the same 2-hour window.
In this scenario, if block C has a time marker 09:30 UTC on February 11 (for example, an hour to the future), it would not meet the principle of acceptance. This block would be rejected because its time marker is outside the allowed range.
